Activision hired this company to make the game, let them make a piece of crap, and then published it even though it was terrible. So no, they didn't make it, but yes, they are partially to blame.

What's great is that even though Activision KNEW the X-Men game was going to be awful, they still published a promo with SKs name on it and had a one-year release date.
