Best solution is to make the students clean up that shite.
Every Marine Base is spotless because the Marines have to pick up the trash. They tell visitors and guests not to litter.

We bring trash bags and fill them up and leave them against the trash cans if the cans are full... It shocked me to see it so clearly defined where we were and where our neighbors were. And our neighbors had the trashcans
