When we have an 8 in the loss column I will start thinking about the draft.

That was pre-Chavis. Chavis has a great history of producing NFL talent. See John Henderson, hayneworth, Jabari Greer, Kevin Burnett, Jerod Mayo, PP7, Perry Riley, etc...
That said, the saints should never tank but may have a high pick. It turns out having your head coach is a big deal.

1. No
2. If we did, we wouldn't draft Jones or Mingo. Both of them will be 3-4 LB. The Saints would most likely look long and hard at Matt Barkley, or trade the pick to someone in need of a franchise QB. After which, you have to look at guys like Luke Joeckyl from Texas A&M, Taylor Lewan from Michigan, Star Lotulelei from Utah, or impact players on the offensive and defensive lines.

You really think the Saints would look at Barkley whenever they have Brees locked up for at least 4 more years after this year? If it was in the later rounds I'd say yeah, but not with the #1 pick. They'd have to go for a game changer on defense or trade that pick for more stuff. They'd draft Jones long before they would Barkley. I'm sure they could find something to do with someone like that on defense.
