A self rescue/ wet re-entry in those conditions is very difficult if he was in a sit in kayak. unless he practiced it for months and in those conditions he could not have gotten back in the boat. Even if he had a spray skirt, those waves would hve rolled him unless he could keep the now into the waves. With exhaustion, that's not likely.
I've paddled my yak 145 miles in 22+hours of straight paddling in calm conditions and you start making simple mistakes after a while. His only hope is that the gulf waters aren't cold right now.
Not time to stop searching though, there's still hope.
