Viserys and Dany are true Targs. The other child that we meet in DwD, Young Griff (pseudo-Aegon), is not a true Targ. He is part of the offshoot family, the Blackfyres, but he doesn't know this. He believes that he is a true Targ.

Most people believe that Aegon is dead. Having someone appear claiming to be him would cause speculation. Dany and her brother are known survivors. Their existence offers credence to the survival of the Targaryen line. If they were to support the boy, no one would question his existence.

Once that is handled, Dany and Viserys would then be expendable.

Just my theory.

The fact that Dany now has dragons though offers a whole new usable element to Varys' plan.

As for Illyrio, he is just in it for more money and power, as any rich and powerful individual is. I doubt he really cares much about the Iron Throne. It isn't as if supporting Dany and Viserys is really costing him anything.
