Definitive, he feigned friendship with Ned and led him to believe the City Watch was on his side. However he ultimately had them side with the queen but it was his money in play.

With the information she already has, she can figure out that Littlefinger lured Ned down to King's Landing to his death. If she is given other information carelessly by Littlefinger.
