Bait a pond before season with a piece of white plywood in the pond. Day before season move plywood to your pond.

Illegal.

For those that dont duck hunt, laws are much more strenious..... Migratory birds are federal game.

Dont bait fields, or attempt to fool a duck into thinking it was baited. Same punishment.
