Thanks hidden flask. Can you explain why the bank is telling her to cut up her DL and get a passport? Doesn't that sound fishy?

You can get much better exchange rates in Iraq than in the US. As someone stated here earlier, most banks do not want to trade Dinar since it is so volatile.
The driver's license thing is weird, it must be some tax avoidance issue.
How is she going to repatriate the currency?

It's not any fishier than the Kenyan Prince that I met on Craigslist sending me 20 million dollars in exchange for me wiring him $5000.
