on the part that says "ration of liquid to rice"

on the left column it says gallons and hte right I guess is the ratio.

so if the ratio on the right says 1.9, does that mean 1.9 gallons of water/liquid per cup of rice?

No, that is the water to rice ratio for that size pot. You can change that if you want a different ratio. The actual amounts of water you use are given under the ingredients in the yellow output cells. Remember that pink cells are for your variables, the yellow cells are the calculated output.
