Louisiana Boat Registration

Okay, friend of mines dad bought a pirogue from water moccasin in stonewall in 2005. Don't have the bill of sale and they don't have anything that far back. Trying to register the boat but they keep saying he needs to have the bill of sale/invoice. Is there anyway around this. Been googling and stuff but that really didn't help. Trying to get this done before the summer.

This was is a quote from LA Wildlife and Fisheries.
BOAT REGISTRATION:
All boats with motors, including electric trolling motors, operating on the waters of the state, must be registered and numbered. Boat registration applications are available from most boat dealerships, and on the LDWF web site, from any of the Wildlife and Fisheries District Offices or from Wildlife and Fisheries, Boat Registration, P.O. Box 14796, Baton Rouge, LA 70898, phone number 225-765-2898.
After completing the application, mail it with your check or money order to the above address and allow 6 to 8 weeks for processing.
Upon receipt of your application and all other required documentation, the Department will issue you a certificate of registration, stating the number assigned to the boat, two decals, and an expiration date of three years from the date of issuance.
Your boat registration certificate must be on board the vessel at all times. Keep it in some type of waterproof container in a safe place where it can be readily found by the owner.
And it has a trolling motor.

Don't trust me on this, but I don't think you have to register a boat unless it has a motor. Some of these other OB experts will come weigh in soon I'm sure

Ah yea then nvm it has a motor so it does. I'll back out the thread now, I have no idea how to go about registering it

I think your best bet would be to call WLF and ask. I think there is a way around it.

He called this was his exact text to me, "Idk. I just called dept of wildlife and fisheries and they said if I find the invoice then I have to get a court order saying I own the boat. If I can't find the invoice, which I can't, then too bad so sad for me."

I think they mean a permanent electric motor and not a trolling motor.
I think you would be the only person to have a register pirogue.
You think it's illegal to transport a trolling motor with paddles in a pirogue??
I'm sure you won't have issues with it. Where you plan on going with it anyway?

That sucks. Can he sell it to his wife or kid and write up a bill of sale and then them sell it back to him?

Well his dad actually bought it and they only used it once. I don't think his dad would have a problem if they registered it the sons name just to save the hassle. But would the dept of wildlife and fisheries be okay with that?

Sales tax would have to be paid for each sale.

Since there is no bill of sale or registration currently, only one of them would have to make a sale to the other (Dad sell to son, or son sell to dad). They can list the value of the pirogue as $100, and only pay tax on that.

You only need to.register if it has a motor.
