Remember that all of the less concentrated ratios are for big sprayers that need to put a bunch of volume out to work well. When using a small hand sprayer, it's the difference between just putting a quick spray on the weed, or soaking it. The more concentrated, the less you have to use to put the same amount out. And the less total spray, the less likely you will kill something you don't want to.
Here's the math, 1.1-1.5 oz / .5-5 gal. So for a 4 gallon sprayer at 1.5 oz/.5 gal, you are at 12 oz. The neighbor said 16 oz (2 cups). Pretty close. Or, as I was taught, 2 sloshes of 2,4 D, and a half slosh of surfactant, fill up with water and go.
