Never make absolute blanket statements.
They could build a North Upper, but it would be a monumental task that involved closing the road, probably relocating Mike or better integrating his cage with the stadium (Just came to me and I like this idea) and who knows what else. That is assuming the ground is suitable.

I will repeat myself, They will never have the demand to build an upperdeck
They MAY build some boxes up there but I seriously doubt it has seating on top.
They won't be able to sell out the small games and they won't do it

How about a clear, plexiglass wall in the visitor's locker room that allows him to pace back and forth as they get dressed pregame?
