I've mixed up flour and fish meal to bait for shrimp, but never tried to get it to stick on a hook.

My advice would be go to wal marks and buy some blood bait, or get some night crawlers.

Take the spring out of a ball point pen thread it on the hook and make the dough ball around the spring. Is helps hold the dough on pretty good.
