catfish dough ball question

OK, so I went fishing today with some friends. The place we fished (private stocked lake) offered up a bucket of flour to make your own dough balls with - people around us were killing it by mixing a little water in the bucket and making their bait right there, but we couldn't make the damn stuff stay on the hook. Any advice?

I've mixed up flour and fish meal to bait for shrimp, but never tried to get it to stick on a hook.
My advice would be go to wal marks and buy some blood bait, or get some night crawlers.
