I could have sworn although and EE is already in school they still did have to sign a LOI on signing day

They don't sign a LOI. It's completely and utterly unnecessary. I can imagine something being staged to give a sense of being part of the excitement, but they don't sign a LOI.

Here is another clarification from the same article.

So if the EE comes in and LSU has been under the 85 limit during (say 84) the current year then one of the EE is exempt from the 25 rule but all other EEs would be required to count toward the 25 limit. Not sure if that means they are required to sign a LOI. Don't really see the point given the EEs are already on scholarship and enrolled in classes.
