re: If someone pledged up to $1 billion for a "state of the art" replacement for TS

Don't know if this has been asked in this long thread, but.... the east and west uppers are free-standing. I wonder if bowl and be replaced/upgraded somehow without replacing the newer sections? May be a little quicker to complete, perhaps?
