"no ceiling" means about the same as "unlimited upside"... it is used quite often by people in every day life. Doesn't have anything to do with NAACP, brocephus.
I do like the "uncatchable" reference better, though.

Example:
Some meds have a ceiling effect, some don't
Meaning if they do have a ceiling effect you can take all you want & it makes no difference after the ceiling effect has been reached. If a med does not have a ceiling effect it keeps building in your system & becomes more potent
Tylenol ceiling effect is reached at 1000mg
Morphine has no ceiling effect = keeps fricking you up & could possibly kill you
KH= no ceiling= keeps fricking you up
