Actually I think Flutie did it when he was with the Chargers.

I'm thinking the NFL changed the rules after Flutie's kick and it's not allowed any longer?

As for the Free Kick -- this, and the drop kick, are carryover's from rugby. In a rugby free kick, the opposing team must stand 10 meters away from the kicker and not oppose the kick. Until 1977, a goal (3 points) could be kicked from a "mark" (similar to a fair catch).

In rugby, a penalty kick or conversion can be taken as a drop kick.

Drop kicking a football is more difficult than a rugby ball due to the football being smaller and more pointed.
