Because the drug discovered (if this is about drugs) is illegal in the state of Louisiana (if it's pot or fake pot.) If it was a prescription drug and they didn't have a script for it, again...illegal to use it. Thus, they would be participating in illegal activities. That's where the issue is with this whole thing....or so it would seem.
