I picked up a DPMS/Panther Arms Oracle for $403 shipped a couple weeks ago on Midway USA. Price went up a few dollars since.

Midway is a great place to buy uppers. I bought my 20" Hbar DPMS upper from Midway for a little under 5 hundy. It shoots half inch groups all day.

And I agree with Carson. The most important component for shootability is the upper. The most important component in a lower is the trigger. If you build your own lower, I strongly suggest you get a trigger from...

Rock River Arms (I have the national match 2-stage and it's like cheating)
Geissele (GREAT 2-stage triggers!)
Jewel
Timney (the best single stage triggers, IMO)

If you want to stick with a milspec 8 lb trigger, that's fine, but the second you shoot a good aftermarket trigger, you will regret it.

I'll also remark that if you want a good long range setup, a 20" is great. It's heavy though, so trudging through the woods with it isn't ideal. It shoots like hell though...

(the two fliers you see here were from a standing position; the 1/2" group you see is 5 shots; this is also my own reloaded ammo, so your mileage may vary)

If you want a more mobile setup, I strongly advise you stick with a 16". It may not shoot this well, but for practical purposes (within 200-300 yards and/or hog hunting) it's all you will need. You will also save a ton on weight. My 20" may shoot well but it's heavy as frick.
