How does T-bob, Hurst, and Bonnette only clean 341 but jerk 385+?

My understanding would be that they allow them to start from the finished clean position when they get the jerk maxes. Basically walking the weight off of a squat rack and then doing just the jerk. The clean is one lift and the jerk, technically, is another, although most high school programs would do them at once.

Not saying the weight isn't much. You have to clean before the jerk, so it doesn't make sense that the jerk # is higher than the clean. Am I missing something

Jerks is a display of explosive power utilizing legs and upperbody from the rack position? They are just stronger at the top in the arms and shoulders?
