My top 3 will probably be on everyones list. I'm having a tough time thinking of 2 more that are clearly top 5.
1 Walsh
2 Parcells
3 Belichek
Holmgren, Marv Levy, Dan Reeves, Jimmy Johnson , Marty Shottenheimer (SP)

Tomlin may not be in Top 5 yet but is closing in. Shananhan honorable mention as well.
There is a very small fraternity of Head Coaches that have won multiple Super Bowls.

Levy, Reeves, Schottenheimer certainly deserve consideration, particularly the first two.

Dungy deserves consideration by essentailly building the Bucs and the Colts

I agree.
However, there are going to be people who will focus on one game rather than an entire body of work.

Don't think parcels would be where he is without bellichick as his dc.

Tomlin isn't close. The super bowl he did win came during a season when Peyton Manning had a mostly new OL and Tom Brady tore his ACL. I remember saying steelers are going to the Super Bowl after Brady went down.

Tomlin is still considered a rising star; however, I want to see how good he is without Dick Lebeau.

For me it’s:
1. Bill Walsh
2. Bill Bellichik
3. Joe Gibbs
4. Bill Parcells
5. Bill Cowher
Why wasn’t I named Bill again?
