Hard to pin down "the best". The opening scene from Inglorious Basterds is one of my favorites. D-Day scene from Saving Private Ryan is up there as well (if that can be considered one scene).

Probably. The director, Philippe Garrel, was a frick buddy and drug buddy of folk artist Nico. So yea he was probably on acid or whatever drugs they had back then.

You did mention scenes without dialogue. 2 more recent more mainstream films that did this well were the opening sequences in Up and There Will Be Blood.
