Is there a deadline in which LOI must be received?

No. The LOI just locks a player in for the next year at that school. For a guy like Clowney, he can sign whenever he feels like it. For most other players, they are probably worried about losing their spot, so they will fax their letter might the end of today.
FWIW, I don't think Brandon Knight, the UK basketball player, ever signed an LOI.

Depends on what you mean. Technically, you don't even have to ever sign a LOI.

Yes, a grant-in-aid is the only document that is necessary.
