I've been using Adobe Photoshop 7.0 but it seems the free Gimp program and paint.net are more popular. I've installed Gimp an tried it little but before I dive in, which of these are most effective? Would it be better to go with paint.net?

Photoshop is the Cadillac. It is the most powerful. The only drawback is it is expensive. If you have access to it, use it.
GIMP and Paint.net are freeware. That might be why they seem to be used more often. If it can be done with GIMP or Paint.net, it can be done (probably better) with Photoshop. I answer Paint.net questions because that is what I use. You can bet I would PS exclusively, if I had the program.
There are many tutorials for PS online.
