My question is that if the runner is ruled down by the officials, can the replay official over turn that ruling? I know in the NFL, they CAN review if the recovery was clear, but the ball cannot be advanced. I have not seen this in NCAA. The reasoning is that they do not want everyone scrambling for every ball after the whistle.
