Actually, you can make a pretty good case that JoePa is currently underacheiving. I think people compeltely underestimate just how large and fertile PSU's recruiting ground is. One you get north of the Mason-Dixon line, there are no top tier programs on the coast. PSU is really the only national power that is a local destination for that enitre region. PSU should own Pennsylvania, NY, NY, and all of New England. That's a huge footprint, dominated by one program. Rutgers and UConn are getting good, but they are nowhere near PSU's level.

there isn't a rabid urban (ie black) football following for this region to proclaim it that elite

i'd wager SETX alone produces more legit recruits than that region
