Forgot he mentioned something to that effect. Said they are noticing it moving in more on the slack tides than on strong tidal periods.

This is the calm before the storm IMO. The oil is going somewhere. Its only a matter of time until the weather does not cooperate and the winds screw everybody.
The economic surplus they are feeling right now will be more than counterbalanced by the long term effects.
I guess there is always hope but I'm beginning to run out of it.
