Vitter Says Response to Oil Spill Complete failure

Just got off the phone with Sen. Vitter, who calls the effort to protect Louisiana's coast and marshes "a complete failure." He says the feds are poorly organized and BP has "no sense of urgency." He says it's not organized "like a flood fight or military battle," but like "a hodgepodge or seminar."
He continues, "The president and Admiral Allen need to set up a clear line of command with a commander in each parish waging this battle when incoming oil is identified." Instead, according to Vitter, it takes "three sign-offs" and other bureaucratic rigmarole before anything happens. Emblematic of the confusion is the plan to build barrier berms: "After weeks of foot dragging, they approved 2 percent of the plan." He says some of these barriers can be built quickly, because they are expanding on already existing barrier islands. He notes that the Corps has issued permits for 45 percent of the plan, which makes it inexplicable that only 2 percent has been formally approved.
There's also a problem with availability of boom and other supplies and "getting it to where it needs to go and quickly deployed." Again, he says, "we need a significant Coast Guard commander joined at the hip with the parish president" in every parish threatened by oil. Asked if he still has confidence in Admiral Allen, he says he gave him high marks in the aftermath of Katrina and also does in this crisis, but "he has a lot of work still to do to organize this response."

didn't Carville already make these points in his Rant? I find it interesting that both political party's (at least in Louisiana) are all saying the same thing (for the moment).

$20Billion? Thats a pretty high limit. Most were predicting around 10 to 15. Where did he say this?

Vitter pushes for BP bailout
We have a $2.4 billion a year seafood industry. Those 3 parishes get $3.5 billion a year in tourism. Let's call that $6 billion a year and say it's reduced to $3 billion a year for the next decade because of this. Even if it is enough, there should be no cap. Irresponsible companies need to be punished without big government intervening or it creates moral hazard.
We have a $2.4 billion a year seafood industry. Those 3 parishes get $3.5 billion a year in tourism. I believe there was a bill introduced that would change the liability limit from $75mil to the last 4 quarters of the company's profits (about $20bil for BP last year).
Vitter then introduced a bill that would raise the liability for oil companies from $75mil to $150mil.

Vitter's bill would place the cap at $150 million OR the last four quarters profits, whichever is higher.
Obviously, for a company like BP, 4 quarters of profit is quite substantial.

I agree with the criticisms of the Obama administration. It seems lackluster.
However, I suspect the only motivation our state politicians have are A) to look good by putting others down and B) to get as free of access to federal money as possible, with as little "red tape" as possible.
The way our coastal restoration program has been run for the past few years has been a complete joke. It is so lush with federal monies and yet it has double accounting involved all over the place and is switched from DNR to the governor's office so they can spend it and then back to DNR after the year is over, for the sake of keeping it legal.

Vitter is just p!ssed because it means less petroleum and that means breast implant materials are in short supply for his ladies.
I'd say the lack of petro-chemical products like condoms make him upset too, but I'm pretty sure he thinks that divine intervention keeps only disease-free prostitutes from his loins.
