They do not say in the article I read about rules for the batter?
Do they have any? What is the purpose of 20 secs on the pitcher if the batter can keep stepping out? Imagine the games you can play with a speedy runner on first in a steal situation..

The batter has to ask for time and just cannot step out. The umpire must use discrection to see if he thinks time should be called.
