A very underrated facet in this whole debate is the potential realignment of the NFL that a relocation may cause.
Realignment is a HUGE headache that harms rivalries and upsets the balance of the league.
Because of this, I firmly believe that Minnesota, Buffalo, and Jacksonville are relatively safe for now.
Secondly, no teams are currently for sale except St. Louis. And the Rams are a very cheap franchise valued at only $800 million or so. Buying the Rams and moving them to Los Angeles would make them worth over $1 Billion overnight, which is a great way to recoup some of the money that this dude is spending on the stadium.
In my opinion here are the 3 most likely franchises to relocate to Los Angeles:
1. St Louis - The heavy favorites. The only franchise currently for sale. Would fit naturally in the NFC West and would actually IMPROVE the current rivalries in that division. There are still Rams fans in LA from the 1980's. St Louis is not a football town and is disgusted that a stadium built in 1995 is already "outdated".
2. Oakland - Makes sense in a lot of ways, especially geographically. However Al Davis is not going to sell and the man building the new stadium is doing it ONLY because he wants to buy his own NFL franchise.
3. San Diego - Makes sense in a lot of ways including the retention of much of their existing San Diego fanbase.
