UW game hotel advice and question

This may not come as a suprise for some of you, but if you are looking for a hotel room for the UW game in Seattle, priceline has some really good deals. I just booked 2 rooms at the Westin (4 star - downtown) for $130/night + taxes/fees. Normal rates were between 210-230 + taxes/fees.
If you aren't familar with priceline, basically you put a location of Seattle you want to stay in(downtown, capmus area etc), a quality of hotel (4 star, 3 star, etc), and then bid a price. If it finds something that meets you criteria, it automatically books you and charges your credit card. My buddy did the same thing and got the Westin for $140/night.
Question: I've heard that there are open container laws in Seattle and that you can only drink in designated tailgaiting sections on campus for gamedays. Does anyone know if this is true? Also, we are looking into renting a boat or party barge for gameday. Can you drink on the water?
