NGO's and the privatization of Governmental social service delivery.

There is a tsunami of stories coming out about the total fraud in Minnesota, California, and everywhere in between. I also recently heard the story of the Los Angeles area "Fire Aid" concert raising 100 million dollars and all of it going to NGO's who didn't help a single person affected by the fires. If they did anything, it was to give out gift cards to a few folks. (fraud alert). This is a big part of the reason you can't understand how someone you know drives a Benz, has a nice house, but has a "job" that doesn't match the rewards.
Where does this rank in the plethora of problems in our country? How do we change it? Also, as a conservative, I can't blame just democrats. The Bush's both made major pushes towards this model in their administrations.

Do you propose that we replace private hospice agencies and early learing centers with government run hospice agencies and learning centers?
