Consider it a convenience fee for Making Africa Great Again- but only when paired with repatriation. It's like school choice vouchers- the money follows the person, but only if they go back.

We could pay them $1000/month cash to move to Africa, there are many places someone could buy property and live like royalty in Africa
There descendants would not get it, just this generation but with this type of leg up they should be able to pass down a great inheritance
