This is the kicker...
Mind you, a TRO and preliminary injunction is appropriate where the party seeking it is likely to prevail on the merits. This judge flatly admits they won't, but granted it anyway.

The federal judge said the federal government likely has the authority to collect the data, but the demand was rolled out to universities in a "rushed and chaotic" manner.

There are, and it could be done through the reconciliation.
Cut all funding for those judges' offices/staff/ etc. except for their salary, which is required by Constitution.
