It's pretty disturbing to me...
I don't condone any of what he did, but to me stealing and selling ammo isn't as bad. That could be someone trying to make a buck flipping ammo, without ethics.
The Javelin makes it seem a lot more suspect. You'd have to know whoever wanted that was up to no good.

During VietNam war a Army supply sergeant got caught stealing and selling M-16’s,ammo,hand grenades on the black market.Beyond despicable-selling weapons,etc that ended up with VietCong to kill his fellow soldiers.

There was a Marine in Lake Chuck living in a garage after going AWOL before being caught stealing machine guns and ammo around 1980
