Citizens have rights, agents of the government, while acting as agents of the government don't technically have rights, they have certain."authorities".
When they aren't at work, they are citizens with rights again.
When you hear a cop say "I have the right to...", uh not with that uniform on you don't. Most people are completely unaware of this.
