For trip planning? I always buy the Rick Steves book for whatever country before going to Europe.

A few to consider.
Portrait of the Artist as a Young Man or Dubliners
An Enquiry Considering Human Understanding
How the Irish Saved Civilization
How the Scotch Invented the Modern World
Celtic Myths & Legends
I’ve got a good Great Courses on CD about Irish History and Identity.

What are you trying to accomplish via books? To me, ROI is all about the people that you talk to. Eat in pubs often and strike up conversations. You'll be surprised how long people will talk to you, about all kinds of stuff. I've had people call cousins and uncles from 20 miles away to come and meet the American that said he didn't have any Irish in him.
Nobody understands Glaswegians, so I don't know how good the craic will be in Scotland.
ETA: Do not order a black and tan in Ireland. Look it up to understand why.
