Reese was having a 12 Monkeys / James Cole moment.
I had to look this up. The deleted scenes were first added to the 2001 The Terminator: Special Edition DVD. 12 Monkeys came out in 1995. So the 12 Monkeys writers were not influenced by this deleted scene.
However, while looking into this, I learned that they did not want to be seen as making anything resembling The Terminator's plot, and that's why they modified La Jetée's WW3 scenario to be a world-destroying virus instead.
I found this article about the development of 12 Monkeys. It's too long but it's amazing. The writers (a married couple) were influenced by having both worked in a state psychiatric hospital, and from living in Berkeley.

Some of the deleted scenes add depth to the characters. In the theatrical cut, Traxler seems to be very intrigued by what Reese is saying while Silverman is interrogating him. Yet it's ambiguous as to whether or not he actually believes Reese. The deleted scenes show that not only does Traxler believe what Reese is saying, he also aides both him and Sarah in escaping from the police station.

They absolutely should have kept that scene in. It was a nice touch.

Fun fact. The store she’s making the phone call from is the same one from the beginning of Friday the 13th III
