I have been to both.
Bar Harbor is a quaint little town and the Acadia National Park is beautiful. My lasting memory of it is that I was standing on top of Cadillac Mountain, admiring the view, when my phone started blowing up with the news that Les Miles was fired.

Quebec City is one of our favorites.
I reminds you of a little corner of Paris, with French architecture, French restaurants and the French language being spoken.
The hotel to stay in is the Château Frontiac That is the big hotel on top of the cliff that looks like a castle. Three days is good there.

Well if you are going to QC this time of year it's going to be cold AF. That being said, 2 days tops is all you need, Stay at the Chateau Frontenac and explore the old city.

Was in Bar Harbor in October and it's beautiful and Acadia is amazing, but it was packed even during shoulder season. Long lines at any coffee shop, restaurant, bad traffic, huge lines of cars at major trail heads ect.

I would 100% go back, but I'd probably suck it up and go when it was a bit colder.
