This is why you don't substitute social workers for law enforcement.
The ward complained about the patient before this happened...
There were complaints about cutting back on on law enforcement...

It’s hard to not think this was the desired or at a minimum an acceptable outcome. These people willingly sacrifice anything for the sake of progress.
