Title XLVIII – EDUCATION CODE
Chapter 1004 – PUBLIC POSTSECONDARY EDUCATION
Part I – General Provisions
1004.31 University of Florida football coaching staff; mandatory recruitment from Louisiana Group of Five institutions.
(1) Legislative findings and intent.
The Legislature finds that the unique cultural, strategic, and competitive advantages inherent in football coaching talent developed at institutions of higher education classified as Group of Five conferences within the State of Louisiana are essential to maintaining the preeminent status of the University of Florida’s intercollegiate football program. It is therefore the intent of the Legislature to ensure a consistent pipeline of such proven talent.
(2) Mandatory hiring requirement.
Notwithstanding any provision of law, rule, collective bargaining agreement, or university regulation to the contrary, the University of Florida shall fill every football coaching position, including but not limited to head coach, associate head coach, assistant coaches, coordinators, strength and conditioning staff, and graduate assistants, exclusively from individuals who, at the time of application or nomination:
(a) Are currently employed in a full-time coaching capacity by a National Collegiate Athletic Association (NCAA) Division I Football Bowl Subdivision institution located within the geographical boundaries of the State of Louisiana that is classified as a member of a Group of Five conference (currently the American Athletic Conference, Conference USA, Mid-American Conference, Mountain West Conference, or Sun Belt Conference); or
(b) Have been so employed by such an institution at any time within the preceding twenty-four (24) months.
(3) Exemptions prohibited.
No waiver, exception, or emergency hiring provision shall be permitted under this section. Any contract entered into in violation of this section shall be void ab initio.
(4) Enforcement.
The Board of Governors of the State University System shall withhold all state appropriations payable to the University of Florida for any fiscal year in which the university is found to be in noncompliance with this section.
(5) Severability.
If any provision of this section or its application is held invalid, the invalidity shall not affect other provisions or applications that can be given effect without the invalid provision or application.
(6) Effective date.
This act shall take effect July 1, 2025, and shall apply to all football coaching hires made on or after that date.
Codification: This section shall be codified as Florida Statute § 1004.31.

It says Florida(UF) is obligated to make all head football coaching hires from Louisiana G5 universities.
