You running or just walking?
ETA: Sole is the (relative) king of the value in folders, but they are still way above your budget (assuming new). Obviously, if you could scrape together anything like $1200 to $1500 you would have tons more options.
Xterra - I'm not familiar with them specifically - is getting good reviews in the budget folder space - notably their TR150 which sells around $400 ($397 Amazon), but I think you might be able to get it from Wal-Mart (either online or delivery) even cheaper at times. Walmart is selling the nicer TR200 for under $450 right now.
For a little stretch ($629) there is a Sunny Health & Fitness that is well regarded app based folder. Again Amazon Likewise, I'm not super familiar with this brand, but it also shows up on best of lists, like the Xterras.
I am more familiar with Bowflex/Nordictrac products for the home space and Life Fitness and Pro Form commercial products.
If you're just walking, I can highly recommend anything from the Walking Pad brand. They have pure flat ones (that you can fold in half - it's the size of a suitcase folded) and some with handles that fold down as well, but they can get pricey. (ETA: Most of the walking pads do not incline.)

Not sure about the features you're asking for but best bang for your buck will be Facebook marketplace

I mostly walk but I do intermittent sprint workouts 2 days a week so will need some speed.

Sole and Horizon make good ones. I have a Nordictrack but I will personally be avoiding it in the future. It's built well but the software is dog shite. Constant bugs, laggy, having to reset it often, plus you have to click through 2 or 3 menus every time you want to use it without a subscription.

I must reluctantly add that Bowflex seems to be the same way. Bomb proof build quality, but they must skimp on the software or the tablet/panel or something. At least on my elliptical.

I'm in the market so searched out this thread. Probably going with the Horizon 7.0 AT for $1000.
Any thoughts on it?

I ended up getting the Sunny Health and fitness - Advance Smart model and have been happy with it.
I been using it daily since mid November with no issues.

FB is inundated with barely used treadmills. Def check there. A lot of high end Norditracks for bargain prices.
