I'm sure Dennis Allen like most HC's don't scout talent. They rely on the scouting department for player evaluations then they choose the player that they think best fit their scheme with input from on draft day by the GM, Head of Player Personnel and the Coaching staff.

Then after all that they "coaches" utilize those players and develop them to best fit the team.

Or in Allen's case, don't.
