Go back to age 10, knowing everything you know about golf and have unlimited time and resources to practice and a great course to work on,

At one level or another, probably. The PGA Tour is a completely different story though.

So I’m a 5 handicap at age 10 and I have no responsibilities other than playing and practicing golf, plus I can pay for the best coaching?

I think yes

ETA: Assuming I will grow and improve my athleticism and coordination the way a 10yr old would over the next 10 years or so

Korn Ferry would be realistic opportunity. Success beyond that would depend on more than practice and resources.
