Shutdown Cabinet Appointments?

Anyone know if cabinet and other federal positions can be appointed during the shutdown similar to a recess appointment? Wasn’t sure if the senate is technically in recess if the government shuts down??

If they aren’t, the president of the senate needs to shut them down
