If that’s not targeting then the rule needs to be completely scrapped. Too many players get thrown out of games for way less than that.

Announcers explained the rules pretty well
Since has was established as a runner and no longer considered a “defenseless player” then targeting is only applicable if he lowers his head and makes the hit with the crown of the helmet. By that explanation, it was a good no-call
