What type of fungus is this and how to get rid of it?

Scalped in a few spots due to my lawn being uneven in spots and my reel mower being down for a repair. I noticed in a few of the spots that were scalped have mildew looking spots and lots of brown rot looking shoots on it. Is this fungus and how do I fix this?

You need a better photo(s) but from what I can see through the blurriness it appears to be gray leaf spot Gray Leaf Spot - LSU AgCenter. Another, Gray Leaf Spot of Turf Grasses - LSU AgCenter
If so, propiconazole fungicide - readily avaiable in spray or granular forms at garden centers.

Can I broadcast spray propiconazole? Not sure how I should apply because I saw using a hose sprayer connection and not sure how to do that. It’s not all over, just in spots.

Well since gray leaf spot spreads by airborne spores it would seem wise to spray the entire lawn if practical-feasible, or at least large areas around the damaged areas. I believe there are ready to spray versions you can buy at the big box stores that all you need to do is connect your garden hose to the bottle. Look for the active ingredient on the bottle & the lawn area covered by a bottle. Read the instructions-label on the bottle on how to use-apply.

Not sure how to do that. The pic is from my phone and it was clear but when I upload it’s blurry.

Buy a sprayer and get the liquid propiconazale. It's cheaper over time and if this is st Augustine turf like I suspect your going to need plenty of fungicide and insecticides
