Cases like these tend to spawn out of court "settlements."

England had a homicide rate around 50/100,000 prior to English Common Law. The courts were conducted in Latin and the lawyers and judges were the second sons of nobles. Property disputes that were brought before the court dragged on a long time before the judges and lawyers typically divided up the property among themselves. As a result, property and other disputes were delt with outside of the courts frequently resulting in violent conflicts.

Once English Common Law was established the murder rate dropped to historic lows. It only took three days of mob violence directed at the courts, lawyers and nobles to get the courts reformed and conducted in English.

A real functioning court system is essential, but that judge is making a mockery of justice.
