Security camera with live feed and no wifi

Does anyone have any recommendations for a security camera that I can watch live feed and it doesn’t need WiFi and would have storage so we can go back and review if something was wrong. We are having to put a relative in a nursing home and they told us we could have a camera in her room as long as we don’t tap into the complex’s WiFi. They said we would have to use a hotspot or something with no WiFi. I’m worried about using a hotspot because I know sometimes it gets disconnected and my relative wouldn’t be able to figure out to reconnect. TIA

Kids daycares provide parents with access to their own cameras these days. It's a shame nursing homes are actively making it difficult for people to monitor them.
As to your question, I think a cellular based camera would suit you best. There aren't many options specifically for indoor use. You can ditch the solar panel on the Eufy and run off an outlet.

Edit: I misread the requirement.
If you want a live feed with no wifi, you're going to have to get an LTE camera.
